In a nutshell a lot of nice paving layouts get designed and put down but when BT or someone comes out and does some work they dont always follow the code of practice and just put black asphalt back in its place. It isn't really enforced on them either. It is generally where a designer has used none bespoke materials like colour tinted asphalt. You might see a side road where the entrance has been raised or a parking bay with say a buff coloured piece of road. This isn't a standard material so the utility companies will just come along, did it up and stick some black asphalt back down. |
