When we took our puppy to puppy school at the vets, we were given a CD of loud noises......fireworks, thunder, the vacuum etc.  I used to play the CD regularly, at full blast, while playing with the puppy and I ignored any fuss she made. Now, she is never frightened of loud noises, even when we have very bad storms. I know this isn't much help to you, with your poor frightened dogs, but for anyone getting a puppy, it's well worth a try. Also, here in Australia, you cannot buy fireworks, they are only used at organised events....which is a God send!
