It is my understanding (as an ex-contractor) that - if the contractor is employed by a utility company they are legally obliged to put things back as they find them i.e. in this case fully paved. There are however a number of legitimate reasons why this may not have been done in this case e.g. the work is not finished and they will come back and open the hole up again, or they are waiting for the in-filled soil to settle so that the new surface does not slump/heave/buckle. Either way try and contact the utility company direct and ask them what is happening and when the paving slabs will be relaid. |
