Exactly, Blair was quite right. If you have to have discussions which are fully documented the contents of which can later be used (almost certainly out of context) by your enemies it is a terrible inhibition on frank talking. What happens is the frank discussions take place in the pub and the minuted discussions are just a sanitized version of the decisions that have already been made. It is a great pity for posterity that everything post FOI will tell us very little about how the decisions were arrived at. |
