Jean Paul de Menezes was a dead man as soon as he left his flat.But that was not due to a shoot to kill policy, it was due to failed intelligence.The officer that killed Jean Paul was convinced he was about to detonate a bomb on a packed tube train.He had been told that de Menezes must not be allowed to board that train under any circumstances.As Jean Paul had already taken his seat, there was a distinct posiibility he could have detonated a device if he saw police entering the carriage.Of course, he wasn't a terrorists, so wouldn't have done so, but that is what the officer believed. That is why Jean Paul met such a violent death.The officer fired multiplle shots into Jean Paul's head.The reason being that he had to be immediately incapacitated.He could not be given time to detonate a bomb.All this happened because they were fed the wrong information.Following the Stockwell shooting, the Met introduced Operation Kratos.This was, and still is a shoot to kill policy.SOP's for Kratos officers were,"if a head shot is a certainty,then take it, otherwise aim for the upper central chest area"There is no point shooting a potential suicide bomber if the intention is only to wound.There can only be one ending to that scenario. |
