My feeling is that you should be designing for the long term satisfaction of the cycling commuter.

By concentrating on the novice you may end up with a slow meandering commute that is ultimately unsatisfactory. Even the novice will (once the initial enthusiasm has worn off) revert to the faster tube, bus or, heaven help us, car.

Most London commuters I know see speed as one of the main advantages to cycling.

As I can commute from Chiswick to Canary Wharf in less time than taking the tube it is a bit of a no-brainer as it costs less, gives me some exercise etc

If it took significantly longer then the tube (even though there was some perception of more safety) it would be a far less attractive proposition.

There is a danger that the planners rely on surveys asking non-cyclists why they do not cycle. In many cases they will never cycle so their reasons given are excuses rather than concrete objections - and removing the  excuses will only create new excuses if the same people were re-surveyed.
