Statistically, junctions are where the most cyclist casualties occur so it makes sense to address these for safety reasons.

You aren't going to get significant change in modal share by designing for fit, confident, 30-40 something, middle class white males commuting to the City.  That will maybe get things up to 5%-10%. 

The Netherlands may have started down the route 30-40 years ago but London can still do similar things.  This was the point of the so-called mini-Holland schemes being trialled in Waltham Forest, Enfield and Kingston.   There has been a lot of controversy about them but ultimately the majority of locals have supported them.  Gilligan had an article about this in yesterday's Standard.
