I do commute by bike so am not the target group you are asking, but I think it is a difficult question to ask in a general way.  It might be better giving specific examples.

If someone is cycling from Chiswick to the City, it is reasonably obvious what the most direct routes are, depending on the start and end points.  I can perfectly understand why many people wouldn't want to cycle along them - you've got the mess of traffic along Kensington High St and many streets in the City, horrendous junctions like Hammersmith gyratory or Shepherds Bush roundabout or vehicles whizzing past leaving very little room like along Upper/Lower Thames St.

Now maybe there are longer, less direct routes to avoid some of these sections but over this distance I'm not aware of any route that will avoid them all.  If they are, they will be so indirect and tortuous that I can't see anyone commuting over a distance using them.  Also, many so-called "quiet" routes are anything but.

The whole point about commuting is to provide a quick and direct route.  If this type of route is sent around backstreets, then it doesn't work for people who are just pootling to the shops either as they actually want to visit the amenities like shops.
