Where I wonder do the Councils pay full care home fees?

How do you expect the care homes to be able to run a business that makes enough money when the correct fees aren't paid? I don't believe that enough is included for administration.  Certainly in the Homecare sector I don't see enough time and manpower put into the administration.  It isn't easy employing workers on a minimum wage as there tends to be a much higher turnover of staff bringing greater administration costs and training fees. 

Also I believe that there is a blurring between care homes and nursing homes as residents require more and more care and moving would not substantially benefit or be easy for the resident, the family or the home.

When the new Minimum Wage (Osborne's Living Wage) comes into force then there will be another problem.  If the Living Wage was to be introduced then there would be an even greater problem.

There are an awful lot of hard working people in this country who are not actually earning enough to live on.
