The funny thing about the Lords as currently constituted is that it works rather better than an elected chamber (where most members would have party allegiances) might. In this instance the cross-benchers have decided that the government should think again, which is what they are there for.

The US system where they can have one party controlling both the HoR and the Senate and a president from a different party just leads to legislative deadlock. Under our system the Lords can reject a bill and send it back to the Commons for a rethink, but if the Commons decides to send it back unchanged the Lords have to give way.

Those opposed to the government's plans should be pleased that the Lords is there to make them think again.
