If 'crossbench' means lords without any affiliation then the Tories only need to get most of the crossbenchers onside to pass their legislation. If they can't do that it means these guys - who are not an 'opposition' party, simply don't think it's a good idea.

If the Tories decide to load the Lords with stooges so every bill they pass is nodded through then the next time an opposition party wins they will simply get an equally large bunch of stooges into the lords to move the balance back. The libdems would need to create 400 odd extra lords to guarantee their bills. That's now, but 600 if DC creates 200 more Tory lords.
