if you mean that it is worrying that two victims (who were potentially assaulted, i assume that police took this from cctv) did not report it then this is nothing new 80% or more of sexual assault victims do not report it these figures for adult woman can go up to 90% from some sources and we don't yet know the extent for unreported sexual assaults on men and children (they could be even higher)
