I cannot believe the fuss people are making over plastic bags. This has been the situation in Scotland now for some time and people just get on with it.  When I bought a new coat  in Scotland I walked out with it over my arm - no problem.  I have a small nylon bag I carry permanently in my handbag which deals with most shopping. Years ago my husband would neatly fold up a plastic bag and put it in a trouser or jacket pocket against the time it was needed. It is not difficult to 'be prepared'.
