I agree that is what they SHOULD do but things often don't happen as they should.  We've had carers who've never done any shadowing.

Not being able to find the washing machine.  Not thinking to look for it.  Not looking for it.  Not emptying it.  It's bad enough learning how it works yourself without having to explain it to umpteen different people.  Then the washing is hung up in strange places and you can't find it, put away damp, put in incorrect drawers (even though labelled), no belt put in trousers ...  This is why continuity is needed in order for it to take less time.

Or the washing is put in on the drying cycle instead of the washing one...

Rubbish bags left on the floor for a blind person to fall over...
