It's the North Circular Road, so it's never going to be a peaceful backwater.  My view is that the 40mph limit seems reasonable for a 4-lane trunk route, but a camera to enforce it is also reasonable. You do need to be protected from people abusing the limit.

My recollection is that the 20mph limit applies to the service road, and maybe the 30mph limit applies to the area affected by the "Power Road" bridge works.  If the signs aren't clear, they should be reported to TfL.
