thanks for responding Cllr Hearn and let me respond to 'what on earth are you talking about' having attended previous Chiswick Area Forum meetings at the Town Hall (albeit under different Chairperson) for an agenda item such as : "Developing a long-term strategy for Dukes Meadows (Stefania Horne, Head of Parks Development, and Karen Campbell, Senior Asset Manager, LBH)" the format was that the Chairperson allowed the named people to present, giving them the cue as to when they were allowed to speak and after that the Chairperson would take questions and comments from the Chiswick Councillors present after they raised their hand to indicate that they wish to speak, and then calling each ones name, at which time these Cllrs could then make their points or ask their questions relating to the briefing by the presenters as well as additional papers they had(usually)received before the meeting then sometimes members of the public were allowed a statement if previously agreed by the Chairperson (again being prompted when they were allowed to speak and being timed and told when their time had run out) plus the Chairperson may also have allowed a limited number of questions from the audience so, this is what i was expecting and your encouragement on this thread to come to the CAF and that you would be 'giving the Officers the opportunity set out their stall at the Chiswick Area Forum meeting and for all interested parties to then ask questions and provide additional information.' made me think that my expectation was in line with previous CAFs i never heard you allowing for the briefing/presentation from Karen Campbell and Stefania Horne on 'long term strategy for Dukes Meadows' at the beginning (and obviously they are not allowed to present until prompted by you) but instead the you asked the Cllrs to speak (skipping the first bit ?) and they raised historical issues knon to them of rubbish and flytipping and wireless cameras for CCTV monitoring of fly tippers on Dukes Meadows and these questions were then put to these ladies who as Senior Asset Mgr and Head of Parks Development could not answer, as these are pretty much in the Carillon/Hounslow Highways remit so no surprise there really as it appears they were there to talk about long term strategy for Dukes Meadows, not rubbish, flytipping and CCTV cameras you said it 'was a mystery to you why they said not very much' hence i have tried my best to explain what i saw happening in the meeting which in summary was a) they did not get a prompt from you as Chairman to allow them to speak/present/brief at the begining on the subject on the agenda, which appeared to be the reason for their visit b) they were asked questions which appear mainly outside their remit and level of seniority, and did not seem to have been forewarned of these this is my perception (and in no way an attempt to provide 'an extremely distorted account') |
