Joanna I know what you mean!
All of what you describe had been happening for many years at the TG station end of the passage way next to and behind a row of  overflowing bins. Recently, after reporting the arrival of 3 bins on the pavement in Thornton Avenue at the TGT end, to Matthew Williamson at  LBH, it was very quickly sorted out. The bins were commercial and nothing to do with the council but were on a public highway.
They disappeared the same day and so did all the bins next to TG station!
Presumably because they were also on a public highway. The area was wonderfully transformed even though there was CCTV there anyway. TFL have locked steel fences for their bins which are emptied every night by Tube Lines. Is the rest of the passage way also a public highway and the responsibility of Hounslow Highways who are very quick with this sort of thing now? Have you tried Matthew Williamson?
There is another passageway between Thornton Avenue and TGT Mews which was for many years the same as you describe but it was not the responsibility of the council. Eventually locked steel gates were installed at both ends so that there is no access except by the key holders.
