Jim, the Cyril Smith cover-up appears to be well substantiated. But we shouldn't assume that either Heath or Proctor have similarly benefitted from a cover-up. At the moment both are the subject of unsubstantiated allegations, invited by inept (some might say, highly prejudicial) public police appeals for "victims" to come forward. I prefer for the moment to stick with the presumption of innocence.
