That's his plan. He built up a lot of opposition within his own party over his bailout deal, so the resignation is a sort of 'clearing the decks' exercise. He's calculating that he'll get back with a bigger overall majority, which will enable him to sideline the opposition within his party, who will probably then go on to form a new left-wing party (far left parties do tend to be extremely fissiparous), leaving him to pursue his policies with an increased mandate.
