Council tax only provides about a quarter of local council income, the rest being provided - or increasingly not being provided - by central government, who, despite their persistent cutting, still expect councils to fulfil their statutory obligations. It would need a substantial increase in council tax (or a major extension of council tax bands) to begin to compensate for government cuts, and the government makes this difficult anyway by forcing councils to hold a referendum to approve any increase of 2% or more. Furthermore, they 'encourage' councils to freeze council tax by threatening to reduce their grant if they don't.  The fact remains that the cuts being carried out by local councils are forced on them by the Tory government that so many people voted for.
