I'd have thought a reputable construction company would have had insurance covering damage caused to third parties, upon which they could claim in this sort of event. One other thought - is there one of those 'improving the image of construction' banners at the site? If so, good neighbourliness is part of the undertaking - maybe worth pursuing them under that ?
