After further research. Scanners have been used for years to identify recyclable items and increasingly so. Hand held scanners are used for determining the contents of business waste, tracking and charges to be made. Materials are not determined by colour. Glass is glass whether it is clear ,green or brown. Cans are metal whatever colour they are. The same with plastics and paper. The various plastics are identified by the colour they give off when screened. An green apple is not a tennis ball. The whole thing is based on the economy. The cost of thousands of bins, opporationsl costs, huge fines by the EU, clear up costs, replacing increasingly battered, dirty or missing bins, none of which is going to fix anything in the long term with a rapidly increasing and transient population and does not educate. Hounslow set up Chiswick and Brentford recycling action groups to try and raise awareness, with road shows and a lot of hard work. The recycling percentage is still only 35%. Less than it was last year. No-one would have to go through any bags. The scanner does it and the contents would not be saved. Charges would be to cover the cost of disposal and act as a deterrent. |
