Rima, you're still ignoring the economics of sack production and distribution. As to scanning to identify contents, well, it might work, but what do you do then? Open every 'dodgy' bag to confirm that what the scanner saw is actually an apple and not a discarded tennis ball? What proportion of bags might need opening? What are the manpower implications of searching - say - 10% of all bags collected? How are you going to establish a chain of evidence that says that this apple came from that bag? How much are you going to have to pay bag-openers to do an extremely unpleasant job, which might also have health implications? Another problem: to maximise the load per lorry trip, rubbish trucks crush loaded bags to minimise load size. Many of the bags burst open at this point. |
