Not sure how scanning black bags solves litter problems. If every black bag had to be scanned, how time consuming would it be and how cost effective? I can see the LAs charging residents for the bags at a rate considerably more than currently available black bags. How many companies would go out of business with associated unemployment. As a side thought how could it be proved beyond doubt that the incorrect items were actually placed in the bag by the relevant resident. It might seem that I'm being picky, but there's a lot to be considered before scannable bags could be introduced. |
