Since the Blair "reforms" not all Lords sit in the House of Lords. He may have purchased the medieval lordship of Tutbury, which would not mean he was a member of the peerage. 

If someone has been issued with a disabled pass (was it in his name ?) then there is a reason for it, even if a disability is not immediately obvious to passers-by.
