In my experience it is 9-12 weeks ahead of travel. That will get me about half price on a london - north east journey on GNER. even 8 weeks there is only a little discount, and 1-6 weeks no discount at all. The walk up weekend return fare is 127 , at 12 weeks its will 66. The low prices you mention tend to be special offers for promotions so yes you have to look out for them regularly as they go quick but usually there is not much flexibility in them.
