Fair point Adrian but relatively normal - the material within viability statements is usually commercially sensitive, and as such is confidential. What usually happens is that a Council requires the applicant to pay the costs for the Council's preferred independent financial assessor to review the appraisal to establish whether the figures are accurate or in some way 'fudged' in favour of a reduced financial contribution (or none at all). And aside from issues of commercial sensitivity, the vast majority of Joe Public isn't going to have a clue whether all the costs set out within the assessment are accurate/reasonable or not, nor what a developer's reasonable profit is. And in the case of the Empire House scheme, whilst it's only one component of a larger development, the Council does have to take into account (known as the fallback position) the fact that the existing office building can be converted into flats without any affordable housing provided whatsoever, so it would be unreasonable (completely putting any viability arguments to one side) for the Council to require the scheme to delivery a fully policy compliant level of affordable housing. |
