While I have never personally understood the attraction of putting illegal chemical substances into your bodies (and seen enough friends fall by the wayside over the years from illegal drug abuse) I agree with Andy that a re-assessment nationally is overdue.

The effects of global efforts at drug decriminalising is summarised very well in this Wikipedia posting:

The view seems to be proven that UK (& more critically US) actions have not succeeded. You only have to read about the horrors of the "Narco Gang Wars" in Mexico largely driven by US "war on drug" policies and easy provision of guns from the US to Mexican gangs to see it goes quickly beyond small personal drug usage.

I would also be for wiping the slate clean if such changes were introduced for the many prior cases that Andy mentions. The law has been applied erratically and inappropriately since the late 60s in the UK when the area first developed for police and the legal system.

It is interesting to note one of the current  major criticisms the New York police force is facing is their great reliance on a similar approach to booking people for small drug amounts found on them to meet the targets set for successful prosecution by patrolmen - but that gets us into a very different debate about policing strategy!
