The presenter (Phil Jones of www.philjonesassociates.co.uk) didn't comment on where the designs would be used but was comparing and contrasting information in the DMRB with the Dutch equivalent. In general, the Dutch manual had more pictures, more detail and cycling traffic as integral to a design rather than an exception.
