The presenter (Phil Jones of www.philjonesassociates.co.uk) didn't comment on where the designs would be used but was comparing and contrasting information in the DMRB with the Dutch equivalent.  In general, the Dutch manual had more pictures, more detail and cycling traffic as integral to a design rather than an exception.

He also talked about this "international cycling infrastructure best practise study" for TfL and I think it makes interesting reading for "kerb nerds".
