I agree with much of what you've said Paul.
I'm no expert on Vietnamese food but,in my opinion Ngon is far superior to Pho
I'd also add that at least one of the shops was not aware of the market happening until that morning and that the orientation of many of the stalls actually decreased footfall directly in front of the shops.
More consultation is needed; not by letter or announcements on lamp posts but in person with these businesses.
