Because at the moment the Council verify that you are a business by requiring you to present a rates bill. If you extended the definition of a business to religious groups and other voluntary associations then this would no longer be possible and verification would be much harder. You could say that the Council would introduce a rigorous system of monitoring to ensure that people wouldn't get permits who weren't strictly entitled to them and pass up the opportunity to issue new permits at £800 a pop. But then you would be exposed to having your beliefs mocked. |
