The permits are not given to the Vihara at a 96% discount. They are not a business and are, as a community, resident so the fairer comparison is a the cost of a Zone B permit which is £82.50. Given that the usage of the permits given to the Vihara would typically be less than for a householder the pricing seems fair. As for the wheedling objection based on the wording of the terms of issue I can't imagine even the most hardhearted bureaucrat raising this as a problem. If they did it would be a simple matter of anyone issued with a permit performing a brief act of worship to adhere to the wording of the terms of issue which they probably do anyway. |
