Most of the points Andy raises (such as noise/disruption from the construction process etc.), whilst entirely understandable, are not grounds upon which planning permission can be refused. As others have said some Councils (not Hounslow) have introduced basement related planning policies, although with the exception of the few Councils who have introduced a blanket bank, most of those policies merely require a basement impact assessment to be undertaken, and as long as that assessment concludes that the basement can be created without the building flooding, the neighbours houses falling down etc., there isn't really much in planning terms to object to. Julian there are no specific PD rights relating to basements as far as I recall (this was mooted afew years back but never taken further) and there is a line of thought that given such works fall within the definition of operational development, being an engineering operation, they don't benefit from PD rights. I should stress that is off the top of my head as buried in bigger stuff at the mo (pardon the pun). |
