Hounslow Highways (or whoever the PFI contract is with for these things) has a contracted budget each year which they need to spend in order to meet the contract and get their money from our local council. So they will find things to do to reach these spending targets. I am sure there are some legal subtleties in there somewhere but my firm belief is that all these nonsense road works, which most sensible people find completely unnecessary, are done in the interests of the private companies making a lot of money out of us. I am convinced that if we stopped doing all these worthless roadworks (costing huge sums of money, no doubt), then we might not have to close all the day care centres, nurseries, walk in centres, and all the really useful stuff that our council used to spend money on. But sadly they are answerable to no one and nobody is able to hold them to account for how they spend (or waste) our money. |
