I'm not aware of any planned consultation about the Night Tube.  In this area, only the Piccadilly Line will run all night (Cockfosters to Heathrow T5) with trains running every 10 minutes.

TfL's website says this about noise etc. ...

We are sensitive to the potential of additional noise and disturbance created by Night Tube. However, we do expect this disturbance to be limited.

We will carry out a thorough assessment of noise issues before the introduction of Night Tube, and will undertake works to improve the condition of the track.

Once Night Tube is operational, we will of course continue to work with residents to investigate any issues regarding noise, and look at action needed to help resolve the situation.

At present, the last train on a Friday/Saturday night passes through Turnham Green at 01:14 on Saturday, and the first train on Saturday mornings is at 04:53. (Both are District Line trains without passengers.)  So the period without trains is currently only 3hr 39min.

What are your concerns?
