Yes dogs are stolen to order every day (most directly from peoples' gardens when left unattended).
Yes dogs do not have collars on, no tag or information on tag not legible or sufficient to call owner etc etc.
Dogs are imported, often illegally with false documentation every day, putting our dogs at risk from parvo virus, rabies and all sorts of nasty diseases.

We have 57 pieces of legislation in England alone that directly mention dogs. That is plenty.

What we don't have is sufficient education of owners and policing of statutes. Walk along Chiswick High Road or near and in Chiswick House grounds and count the number of dogs off lead and/or with no collar.

While people continue to buy dogs from web sites and back street breeders they will continue to be puppy farmed. While people continue to leave dogs unattended outside shops and restaurants and in gardens, they will continue to be stolen.

While arrogant people continue to break the law because they think that their "perfect" dog is fine off lead on the A4, A316 or wherever or that they can just use a slip lead because they have a gun dog breed, statutes wil be useless. The off lead dogs are often the ones that foul pavements and give responsible owners a bad name.

While owners fail to train and reinforce good recall and all of the other things that dogs need to be able to cope with modern urban living, dogs will run off.

We need more (effective) dog wardens (some areas do not even have one). We may be about to lose our part time (and lovely warden Amy Hall) in Hounslow as she may find her job axed in cuts, leaving us with just one.
