I'm surprised that you would think that these were people who had chosen not to have wheelie bins.  I would have thought that it was just as likely to be people who refuse to separate or reduce or or store their waste or who live in flats where there is a failure in space allocation or where the bin space allocated in the planning permission for flats has conveniently been 'lost'.
