The Guardian article though old gives a good overview.

Yes, they should get the minimum wage.

There should be a sensible amount of time allocated AND GIVEN to each care client.

I notice that one of the Councils asked for info under the Freedom of Info Act said that they had recorded no calls of 5 min.  Is that perhaps because the carer recorder the time they were supposed to stay and not the time they actually stayed I wonder.  Look at these care workers timetables and you will realise that it is impossible to carry out all the calls timetabled
allocating the correct amount of time.

So really it is a case of just filling in the book to show you've been and not even having the time to say hello.
