It sounds like Boris the Hungarian Viszla. It does not matter how mellow you think Boris is: being a responsible, law abiding dog owner is not about being a "bossy" human. It is an offence against the Control of Dogs Act 1991 for a dog to be in a public place without a collar and tag with full identification details on. It is an offence against the Road Traffic Act 1988, clause 27 to allow a dog to be loose on a road. Boris is quite old now and may even be slightly confused and disorintated as a result of the ageing process. Any dog can be frightened by something unexpected and run into the road where it could be responsible for other people getting injured and even dying, regadless of the harm it can do to itself. An uneutered dog is often perceived as being threatening by neutered dogs and all bitches and it is a real nuisance when loose dogs bother dogs on leads. A loose dog is also vulnerable to injury from the many cyclists who whizz along the common and the pavements. However well we think we know our dogs, we are humans and do not think as they do. They deserve our respect and to be treated as the separate species that they are which includes giving them guidance as to acceptable behaviour. Nobody is asking Les to "Order" his dog about, just abide by the law and not allow his dog to roam free on a busy thoroughfare. (His "territory" should not extend beyond the threshold of the shop). Presumably when Les is working he is not monitoring his dog so should be concerned for his welfare. I wish I could have prevented the amputations, serious injuries and deaths of dogs that have come into veterinary practice because their owner thought that they knew their well behaved dog well but it still ran into a road or got hit by a cyclist. Letting dogs roam freely seems to be much more about anthropomorphismn and downright arrogance of owners than dog welfare. |
