Attendance figures don't tell the  whole story.

One of the problems with the ground now is that sight lines can be pretty poor.

As an occasional attender, when I check seat availability, I won't go if the only seats left are too low down or too far beyond the edge of the pitch.  The Bill Axbey (New Road) end feels a lot lower than the other stands and sitting in the front few rows feels like you're looking up at the players.

New stadiums don't have anywhere near this level of problem, so attendances will increase, if only marginally.

Also, since last season's promotion, the club no longer allow people to turn up on the day and buy tickets (unless they are already registered on the IT system).  There have been relatively large amounts of people turned away from every match I've attended this season, who hadn't realised the rules had changed.
