It's odd that the first you knew of this was when the Notice to Owner arrived in the post. They should have fixed a Penalty Charge Notice to the car on the 9th and 10th, and possibly other days. If the PCNs got removed before you noticed them, the council might allow you to pay at the discounted rate. But I think it's worth asking them to cancel them in view of the lack of a reminder letter, the lack of any sort of warning* during the first week in April (assuming the permit expired on 31 March), and the fact that you never saw the PCNs. * Westminster, for example, issue a warning notice during the first 14 days after the permit expires. Between 15 days and 1 month after expiry, they issue a lower-cost PCN. Ealing by contrast don't bother to warn or remind, just issue a higher-cost PCN after 8 days. Ggrrrr! |
