"..all the power being held by the landlords.." The usual Barry claptrap. Have you never heard of Assured Shorthold Tenancies ? "..the landlords, who also get large amounts of housing benefit.." Except that many councils refuse to pay the housing benefit to the landlord, leaving the landlord to try and get the tenant to cough up.
