The details behind the business case are in the TfL consultation response (link in a previous post) but with a Turnham Green stop producing 123,000 "losers" vs. 19,000 "winners" the time gained by the "winners" would need to be at least 10 times the time lost by the "losers" to generate an adequate Benefit/Cost ratio according to the methodology used by TfL. Now that is not to say this type of business justification cannot be overruled. For the decision on Cycle Superhighways, TfL set aside a poor Benefit/Cost ratio resulting from predicted motor traffic delays as it was deemed a separated cycle route was strategically more important for other reasons. |
