"This upgrade is set to commence in 2019 with introduction of the first new train in 2022."" When Boris took over the completion date was 2014. Admittedly a lot of water has been passed since then with the end of PPP, but if everything had been left alone it would have been the third of the Tube Lines SELTRAC projects after the Jubilee (2012) and Northern (2014). As the third phase of a rolling programme 2016-17 wouldn't have been far off as a reasonable bet. We're now looking at exactly the same signalling technology, but coming in about 2025. As for 'Boris forced TfL' Boris can't 'force' TfL to do things in 2025 which is potentially three Mayoral elections away. Mayors can't bind their successors any more than UK parliaments. It's nonsense to claim otherwise. |
