Personally I am convinced that without political pressure TfL would never have agreed to introduce the stop. Having corresponded with them on the matter going back for over a decade there always seemed to me an ingrained opposition to the idea based on an ever shifting range of reasons. It is pretty clear now that a full service remains a long way off but you need to distinguish between a full service introduction and an interim increase short of full time stopping. It seems unlikely that TfL would be planning to introduce a full service as a 'big bang' change at some time in the distant future without revising operating hours over the next decade. Even if they were, political pressures and indeed common sense would dictate that they should be regularly reviewing ways that the service levels could be increased. |
