I can remember being so happy to find a fellow person at Sainsbury's taking their own bags shopping that I greeted them in delight.  Now we are not in the minority any more.
Tesco's in Osterley used to be dreadful but isn't quite so bad any more.  And there have been some lovely discounted reusable bags sold by the supermarkets.  Both my mother and her mother before used to take a basket when they went to the shops. Anybody would think that it was a new idea to take your own bag the fuss that is made about it.

There is a brilliant prize-winning essay by Matthew Carmichael entitled "The Perils of Plastic Amnesia" which can be googled and is worth a read.  It rather frighteningly shows how we have been persuaded into buying and carrying away more and more from the shops.

Charging for carriers will be a shock for those who haven't started to organise themselves to try and take their own bag shopping.
