In warm countries their windows open inwards so they can have external shutters to keep out the heat and let in air. That means internal Plantation style shutters and even curtains aren't that practical. In colder countries including the UK, our windows open outwards or are sliding sashes, so external shutters aren't practical but internal shutters and curtains are.
