This surely is about common courtesy rather than any business imperative. There is virtually zero business risk in holding a table for someone with a disability for a short period of time. This would be the case for a highly popular restaurant on its busiest night let alone a chain restaurant in a secondary location on a traditionally quiet evening. I have yet to see Hare and Tortoise packed on any occasion I have walked past it so potential loss of business can be ruled out as a reason for declining Mary's perfectly reasonable request.

The most likely explanation is a junior member of staff who didn't have the common sense or authority to make an exception to the no booking policy. A less palatable alternative is that the configuration of the restaurant might make it awkward to accommodate the disabled. The central passage between tables is quite narrow and if a wheelchair user was sat at one of the tables it would make it more difficult to pass up and down the restaurant. This might be behind the peculiar response Mary received.
