I think Sam's reference to planning law is slightly unfortunate as the issues with the solar panels, like many planning matters, come down to subjective judgement, rather than any legal offence.

What often gets conveniently forgotten is that the Council wasn't the ultimate decision maker when it came to the panels, two independent Inspectors appointed by the Secretary of State both concluded that the panels were visually harmful. 

Whether that conclusion was right or wrong is entirely subjective, but that was the conclusion the ultimate decision maker reached, and that is effectively the end of the matter.

And acting on behalf of both major commercial clients and individual residents I've never seen either group be treated 'better' in terms of planning decisions - I know it's east to perceive things differently, but it certainly isn't reflected in my real experience.
