I called out to poster of letter and evil TW said "too late I've started to write the ticket". If the CEO (Civil Enforcement Officer) had started to issue a PCN within 30 seconds of the driver's arrival, he was not following Hounslow's Parking & Traffic Enforcement Policy. For a Code 1 contravention (e.g. parking on a yellow line during controlled hours), the CEO should have waited for 3 minutes' observation, in order to see whether loading/unloading was taking place. (Posting a letter could be argued to be unloading.) By prematurely issuing a PCN contrary to the LBH policy, it looks like a revenue-raising exercise, which is contrary to DfT statutory guidance that by law LBH must take account of. Did the driver stay there arguing with the CEO while the PCN was printed and given to him? It would have been better to drive off, then there would be only a minute's parking, and the PCN might not have been issued.
